Since you disabled cross save, your characters and progress are only available on their original platform, in your case it appears to be PlayStation.

Then you would either create new characters using Steam or wait and reactivate cross save.

No, they are permanently bound to PSN. Cross save will allow you to use them on other platforms that is the closest thing you can do. all my dlc's are on steam, does that mean my characters on psn won't get the dlc's?

Correct, you need to own the expansions on the platform you are wanting to play on

if i create a new character on steam and after 90 days i reactive the cross save, will i be able to get back my steam character and my psn character, for example will they have the same boot?
