Disable REM or just nerf what makes it so strong is the best option. If a single class with a single armor piece is what makes a single weapon too strong, you nerf the armor., not the weapon everyone can use, especially when most if not everyone has armor pieces that make hip fire more consistent. Nerfing Last Word is not the way to go for the simple fact it will affect the weapon at it's base, which I personally wouldn't say is an issue even without considering it's gone untouched for like years.

I have not seen RDM breaking other weapons so far. Presently, it makes LW too strong and the only option on Hunter. Being the most popular class, it will become so common player sentiment will drop even further. But they can't just knee jerk nerf it either. The range, damage, accuracy buff is just too potent to have on such a short ttk weapon that was limited by its range and hipfire status.

Bows still require basically perfect accuracy even with hip fire grip + Freehand Grip or Target Adjustor, DMT just short of that, and every other weapon either due to accuracy or range is ill advised to hip fire with. Hip fire with TLW is basically ADS if it had like 60 more stability, and that's not accounting for the fact it's version of hip fire grip is like 3X stronger.

Disabling Last Word until they can fix the interaction with RDM would be the best course of action.
