Loose change is a sizable reload boost for activating chill clip...

Impulse Amp gives similar reload and projectile speed.

Impulse Amplifier gives 20 reload while Loose Change gives you 50 reload. Thats not similar at all lol. To be honest both perk are good and you can’t go wrong with either one.

You are missing out on the scalar that impulse provides. Loose change does give a faster reload but only by a very small margin ( check d2 foundry). However impulse amplifier also give you higher velocity

I wouldn't say that makes loose change suck. Not top pick sure, but sucks is a bit much.
