Have had this issue too, mostly with regards to Spirit of Filaments. From what I tested:
1. if you have the Feed the Void aspect equiped you do not get devour on empowered rift cast and have to leave the rift and re-enter it to gain the buff. Tried with Secant Filaments and got the same result.
2. If you don't have the Feed the Void aspect equipped, you will gain it on cast like normal.
3. Tested on Voidwalker, but you get it on rift cast like normal even if you have Secant Filaments equipped and have Feed the Void equipped.
So this issue seems to be related specifically to Prismatic and the Feed the Void aspect with Spirit of Filaments.
Just noticed the issue today as I ran my first Dual destiny with Warlock and am hoping this gets some traction or at least a response acknowledging the issue.

As an update to the issue. I'm unable to recreate the issue naturally loading into the pale heart with the steps I listed before, and the empowering rift grants devour as expected. What I remember is that me and a friend had just finished a dual destiny where I got the class item and after choosing peace, left the mission where it takes you to a random place on the pale heart. I then travelled to Ghost where I went to attune my class item and then went down to the landing to try it out with Spirit of Filaments. I had healing rift on accidentally and then when I swapped to empowered rift, I noticed it didn't work. I'll have to try repeating more of the listed steps to recreate the issue but will try to post a video when I can.
