It’s cheating.
Bungie considers it cheating. Microsoft and Sony both consider it cheating.
And yet, there’s been almost no action against it. For years on end now.

This was a major reason why they kept the game platform specific rather cross play. With the introduction of cross play these issues were known to affect the game overall. That's why Sony did not want to have cross play on their console. Fairness in competitive is dying unless it's an eSports event where it can be regulated properly, even then there are still cheaters in eSports.

People are cheating on the Sony ecosystem. It’s not just the others that are the problem.

Never said otherwise, there's cheaters anywhere they can do so.
