The same thing happened to my Titan. When I approach the shelves the prompt pops up to hold square (Ps5) to gather ingredients. It seems normal and makes the sound to indicate a successful action but nothing happens. The prompt pops up at the shelves again.
I also tried on Hunter and Warlock, both work just fine and I could progress their quests. Maybe it's relevant information that my Titan was the only class that I maxed out on bounties before heading into the new episode.

See what they mentioned there "• Some characters are blocked on Step 2 of the Act I: Eliksni Rescue quest because their Tonic Brewing Guide went to their Postmaster." Doesn't matter if you get the Tonic Brewing Guide from the Postmaster", the issue is still present.
