Bungie issued the tokens a few weeks ago universally to all accounts. Keep in mind they are not an item, just a permission to change one's name.
To change one's name the new name must be in alignment with the Code of Conduct and Bungie name policy.
It is worth noting that while they did fix the issue, some names that were impacted are still not able to be selected as they were before. Bungie is investigating that.

Does the fact that I'm able to type a name and click on the save button (getting a notification that "can change name only once") in the settings mean I have the token ? The suggested name is my original name :P but because i changed it already after the bug ... i wont be able to restore it back to what it was originally?

If you have no tokens, it will say so.
