I might suspect they only required GR8 because 9 means clearing SE and maybe someone with a shred of common sense knew that would be an unpleasant barrier that would discourage people from even trying, especially those who favor PVP. If they made it an either-or, like GR9-10 [b]OR[/b] getting or gilding one/some of the more interesting titles (Conqueror, Flawless, whatever). That could make it more accessible, including to PVP-oriented players who are less likely to raid.
The Skywatch engram collecting thing was stupid.

I mean, having to do the coop missions a minimum of 4 times and doing the campaign on legendary could also be just as annoying for a PvP player.
