Vexcalibur catalyst obtainable?

my fireteam completed the legendary Vexcalibur mission but only one of us got the catalyst. I assume its because he has a quest step. Are the remaining 2 perks unobtainable?

I believe the others will randomly drop at the end of a legendary completion
