Sony requires PS+ for most multiplayer activities. Unfortunately, Bungie has no control over this requirement.

Sony is Bungie now Plus Warframe and First Descendent don't require it, so the developer has some say in it -

Sony still makes decisions for Sony. Bungie devs have no control over what Sony requires.
