The same issue occurs on Solipsism exotic class item with the perk Spirit Of The Filaments. Devour isn’t always applied after empowering rift is activated and is inconsistent. Sometimes it activates, sometimes it activates after a time delay and sometimes it doesn’t activate altogether.
