I hope you are aware that some exotics have default intrinsic stat focusing. (Most of the time this runs COUNTER to the stat you want)
And that stat focusing provides a MINIMUM of 10 in the stat you want.

Let’s not loose focus here literally. We all know what a good roll is, this mechanic is implying rahool can create good rolls and we are paying a high price, and we are not getting good rolls. This is the issue, it’s not supposed to be a random roll

It is quite literally always going to be a random roll. Unless you pull it out of the collections or can hack the game to manually adjust the stats yourself. It's always random.
