Check your platform store to see if it says owned/purchased or tells you to buy it as they cancelled preorders when the delay got announced.
People had to preorder again (or if you were on PS you could fill in the form to keep it). If you were charged but not refunded you will need to speak to your platforms support team.

I can see it "In Library" in the Steam app but not in the game. Is there nothing they haven't buggered up today?

Does the Steam store itself say its owned? Can you also check that you did buy one of the 2 that have the expansion? people have been buying the 'The Final Shape + Annual Pass [b]upgrade[/b]' edition thinking it contains the expansion when it doesn't.
