Ok I want you to try something for me:
Run Destiny but make sure nothing else is running, close Steam window.
Play Destiny and when the FPS drops try pressing ALT-TAB, now does your frame rate change when you press these?
EDIT: What GPU driver software are you using? ie Nvidia or AMD?

I tried this and the frame rate is the same. The only thing I noticed was that standing idle got me 23-25fps but the moment I moved dropped down to 20. I am using Nvidia and just updated the drivers and it seemed to have no effect.
