You've probably already claimed the max number of rewards, and just happened to get some extra tokens somewhere along the way:

Thank you, but I'm 99.99% positive I didn't spend 7. I only completed the last 3 wishes last week and have been holding onto the 3 wish tokens since I wanted to see if I could get the Last Wish patterns from opening the two chests everyweek on every character so I could use them on Mementos. Don't need exotic armor or materials. I was able to get some of the patterns I wanted from the chests making it so I only needed to buy one gun with 1 of the 3 so I knew I had two left for mementos. Once I completed the wish quest on one character, it disappeared on the other's inventory so you couldn't complete it on more than one...trust me I tried to exploit that since I'm a 100% Dress-tiny player. I LOVE my mementos and shaders. I bought two supremacy patterns bc I wanted that pattern ASAP, one hand cannon and now I can't remember what the last one was, maybe it was the last rocket I needed, not sure that was my first one I turned in.

Some of the quests grant more than one token if it's held by more than one character when you complete it. Unfortunately, since Bungie has already investigated the issue and found no problem you would need to provide evidence that you have not already redeemed the seven allotted tokens.
