Hey there, the 'new Bungie account' method only works if you disable cross-save first, and if you can't authenticate all the accounts, then you can't cancel cross save and so would be unable to move your Steam account in the way you're thinking.

unless you can get xbox customer service to tell you the password for the linked account that's not yours, there will be no way to disable.

I'm saying you can't disable cross-save even after 47 days because you don't know the Xbox Live password. What you saw was when accounts were linked but cross-save was not set up. If the accounts were just linked, it would be possible to unlink the ones you can authenticate. But with cross-save active, there's no way to unlink.
