Luna's and it's because of Heal Clip and better 3rd column perks. It's pretty close, but I think the origin trait is better.

The base stats are better for Luna's... the 3rd column perks are better, the origin trait is better, and it can roll heal clip. Zaouli's is still right there, but there is a clear winner in both PvE and PvP and it's Luna's Howl.

Heal clips good but it’s hard to argue against a built in 10-15% dmg increase with explosive payload
