Hi I'm sorry I can't help but I'm joining you on this matter to make the topic go up in results, I have the exact same issue.
I have done legend exotic mission + complete all quests but I can't craft the weapon in mars and have the same message as you below the information on the weapon when hovering it.

You need to complete the first 2 missions of The Witch Queen and visit the Enclave to unlock crafting. A copy of the bow can be pulled from Collections to get the pattern.
