Don't commendate from the guardian screen.
Go to the summary screen, hover over the star next the guardian's name and commendate there.
(Fun fact, you can use this method to commendate the opposing team in PvP as well)

I do that for almost everything but the Best Dressed.. I'm not going to just award that blind. I do actually award the opposing team when my team is especially awful =)
