Overpowered and not great for the current sandbox. It would overlap with a bunch of debuffs and possibly be useless, but it would give consistency to debuff uptime

What the heck is particle deconstruction?

An old artifact perk that aired in Season of the Lost. Fusion rifle hits would debuff a target up to x5, giving a total debuff of 30% increased damage against them. It was nasty especially with weapons like Vex Mythoclast.
