To an extent, yes, but Diamond lance would provide more long range instant freezing and still can only be generated by Behemoth. Worth keeping in mind, Diamond Lances also leave a Stasis crystal at the point of impact, while my pitch doesn't involve generating Stasis crystals. Diamond Lances have a decent use right now (need some help though) but Lance Cap barely brings the aspect to the forefront. My idea was not to compete with Diamond Lance, but to have a small upgrade to the Splinters if Titan players see Lances more valuable than the Splinter idea.
