With what bungie said about where they want hc's if they do they'll first nerf everything else just so they can nerf 140's and keep them high in the top.

I know they finally openly acknowledged they want 140s to be the benchmark, but it seems like their teams change often or their minds do and they forget saying such things. There was a time they said they wouldn't be buffing Pulses or Scouts only to do it. Happens all the time. The problem isn't their ability to make any such decisions. It's their product and service. I don't want them to use the mob that will be here b*tching about Thorn in a couple months as an excuse to change their minds.

Generally when they do change something it's because they change so much that the thing they wanted to avoid becomes too strong or too weak. Pulse and scouts were buffed because everything else was buffed so far above it was straight up impossible to use them. They say they don't want to buff scouts in pve but they definitely will after the hc buff since now hc's deal like 4X the damage and even when you go out of range you'll still be hitting much higher than scouts for a decent amount of time
