Do void surge mods not work with it? I thought they did, but it's been a while since I field tested it.

They did but after they changed it this season to now have a delay fire between the solar and arc rocket it now swaps elements correctly meaning it loses the ability to use void surge mods after the first rocket

Oh okay, so the first rocket gets the surge buff while the 2nd and 3rd do not. The 1st rocket does the most damage though, so void surge mods should still be useful.
