Correct me if I'm wrong, but I don't think that the Vex Strike Force or Lost Sectors have ever been guaranteed to give you new items. They're definitely very heavily weighted to do so, but not 100%.

LLS sectors solo’d are guaranteed an exotic you don’t have. When an exotic pops for me it’s always something I don’t have.

You are guaranteed to get the new exotics from those activities, but it's not the only exotics you get, which is what it seems people in the community aren't understanding. It's weighted to give you what you don't have, but that doesn't mean those will be the only exotics you get until you have everything. It's still rng.

I do new accs regularly and I've always filled my exotics doing these, never had a repeat, it's always been a new exotic

it is though. Initially it wasn't. Ever since the change, I haven't had any outliers. Neither have the people I've brought with me to do them. I just think it's a bug, and a rather unfortunate one if so
