If I had to guess, then maybe, it does not hold 10 ammo max but 60 and transferring the gain you have through scav back to the realm of 10 would round low thus yielding no benefit. Now this is just an assumption but I can base this from another archetype: Agressive Linears don't have an actual magsize of say 6 but 18. When using High impact reserves, you will see different dmg numbers to the bolts of a single burst. And those weapons have terrible ammo gain per brick as well as poor to non-existing scavenger performance.
