Perhaps Bungie could create a system where community made stuff goes through a sort of approval/vote system and then Bungie could look it over and make small tweaks if needed before the map is put into rotation. They could have a Crucible labs mode just for new maps so players can test and give feedback. Unless that's also still much work for Bungie to implement.
