sounds like you picked the wrong account as the primary when setting up cross save. the only option is to disable cross-save, wait the 90 days cool down and try again. bungie stopped fixing this because too many people were doing it.

They did set up Cross-Save using their Playstation save data as their active save data. Most likely, they linked the wrong Steam ID, though, which I'm waiting on more information to confirm. To fix it, they will need to disable Cross-Save, but they did choose the right primary, just probably not the right other platform account(s)
