It was disabled do to problems with it giving such low stats. Bungie announced this yesterday.

Actually it was disabled because after Bungie "said" they fixed the low stats, people were getting random exotics from the supposed expansion focused engrams, i.e. Shadowkeep exotics from Witch Queen engrams. I wish they'd hurry up and fix it, I was happy doing the Witch Queen ones for Gyrfalcon, Calibans and Renewal as I'd always be happy for higher rolls of those. Blight Ranger is an instant delete but hey 3 out of 4 ain't bad!
