When you go to the Destiny 2 Lightfall + Annual Pass product, there should be an edition selector where you can change it to just the Annual Pass upgrade.

If you purchase it for the Xbox, please make sure you log in on the Xbox after doing so to ensure the passes are applied to your save data. Once applied, they should travel with you when you play on Steam.

I am aware of this link. The issue is that the product says it is not available separately for purchase. There is a redeem a code option, but I'm not sure if or how I can get one. Can I buy the upgrade on steam if my accounts are linked?

If you are able to purchase the upgrade on Steam and then log in on Steam, it will do the same thing and apply the passes to your save data for use everywhere, so it should work.
