Did you have a Strand weapon equiped? I'm still trying to figure out some odd behavior with my void build. There appears to be a strange synergy between certain artifact perks and some mods. When I use a Strand heavy like Circular Logic I don't get any amor charges, too. But if I equip a Strand kinetic weapon like Perpetualis with the same build, armor charges don't decay anymore from weapon surge mods.
