I noticed the same issue. It happens a lot indoors and is really annoying, as it makes the game look really cheap and kinda like a game before dynamic shadows were a thing. But there is a workaround, just switch to the character screen and back. Of course this is not a fix. Bungie should address this immediately, it's a known problem since 2021 (!) as you pointed out already.
