Greetings!
There isn't a way to submit a ticket regarding clan issues.
In your case, if you leave in-game or through an invite to another clan, you should be able to leave your current clan.
This is caused because the Founder of your clan has inaccessible Destiny 2 progress (they're info wasn't recovered from platforms that Destiny 2 is no longer available on: Battle.net/Stadia).

If I try to join a new clan it prompts me to leave my current clan and then I have this same error message

I meant as like someone invites you to the clan so that the invite appears in your notifications. See if you can leave the clan in-game through the Clan menu in your Inventory.

Finally got it working in game after a several attempts to both leave and accept an invite to a clan. Thank you for helping
