I think their only option is to write him out without killing him off. Killing Zavala will generate major backlash and can be seen as insensitive.
Killing a character cause the actor left is one thing, killing a character cause the actor died can be seen as -blam!- up.
One of my clan mates had an idea where they have Zavala retire, Saint takes up the mantle of Titan Vangaurd and then Osiris takes Saints place as the vendor for Trials.

I'd be cool with seeing Zavala retire but I just don't know how that could be worked into the story given where it's all at now. Either way, they should definitely do something grand and not just re-cast him imo.

I can't see them just recasting and moving on. If they recast they might make a story beat to explain the difference in voice cause let's be honest, Lance is difficult to mimic. Or if Zavala is planned to be a major player in Lightfall but they can't recast then they could make him mute. Either way I do not envy the writing team.
