There is no way to override the system. You might want to try a different name, to see if that name is running afoul of the name filter, but if it still does not allow a change, it cannot be changed.

Will the error message of "You can only change your Bungie Name one time." not display if the name is allowed or I can make the change?

I have heard reports of that error being shown if the name is blocked so a different name may work or you may be out of changes
