You've got the max artifact mod unlocks.They switched back to only getting 12 at a time as they're always active now instead of letting you get all 25 and having to slot them on armour. anytime you want to change the mods you have active you will need to reset the artifact and repick them You can see the exp bar to your next power bonus by hovering over your power level

I didn't read anything about this any where. So your telling me that my artifact is maxed out. And instead of changing them on armor now I have to change them on the artifact? That's crazy I'd rather change them on armor.

That's crazy, cause I still can't pick the mods I want, I still have to pick random mods to get to the ones I want and by then I no longer have enough unlocks to even get the mod I want to use. Wtf
