Cross save allows you to pick ONE account as your main and be able to play those characters on any linked platform. You can use those characters at any time on any platform.
Note.. this is not a transfer of data it only is access to that save data. Save data on other linked platforms becomes dormant until cross save is deactivated.
Deactivating cross save incures a 90 day cooldown period before you can reactivate cross save again.

So if all I currently have is an Xbox profile and I buy up to date on my new PC I'll be able to play with everyone using all my stuff and swap between them?

Swap platforms yes. But remember if you want to swap characters you have to deactivate cross save to do it. Also any season passes and dungeon keys are controlled by Bungie as they can be bought in game as well. These are locked onto the active characters on that platform at time of purchase. If you pick different characters as your main you will not have the pass or keys on those characters.
