DLCs do not transfer with Cross-Save; only your save data transfers with Cross-Save.
If you want to access Lightfall campaign/mission content on the Xbox, you'll need to purchase Lightfall on the Xbox.

The issue with that is that I’m able to access any dlc, regardless if I’ve done it on my steam account or not.
