maybe it's referencing to a sound?
in the mourning doves make this sound... doves are symbolical for both peace and war. could also be the sound an owl makes... illuminati confirmed.
edit: look up "the star of ishtar": 8-pointed star. the owl is used as an important symbol as well.

upon further investigation, in mesopotamia, the goddess ishtar/inanna (goddess of love, beauty and war) was associated with the dove. my guess is that "who" is the sound a dove makes.
