So some people have been told this even for Activision side they do record every match in a game including the game the Player has been reported in. They do look over it for a while see if its true or not with their own eyes, and at times they just can't be bothered due to "Limitations" by that they mean "Even if we did report them what is gonna stop them from making another account, using money to get everything back, and continue to hack again?" In short the staff are lazy because they get Money from the hackers too either way.

Activision side?? They left activision a long -blam!- time ago. And bungie get very little or no money from cheaters, pvp is free to play, trials isnt, the cheaters in trials either use fake credit cards to scam buy the keys or buy legit cheap keys, the keys were mostly given out by bungie for free to content creators, the media etc. Ones that dont get used end up on sites like g2a and cdkeys. TLDR: Cheaters will always exist in a f2p enviroment, trials cheaters give very little money or none to bungie.

What I was talking about for Activision side is that one of their own devs that works for him explained how they "Deal" with cheaters it can be the same for any game really F2P or not.
