Can you double check your quest is telling you to find the schematic (exo) and that you're going to the correct exo?
Quest 3's exo is in the room that you first fight the knight and the 3 brigs.

Are you confusing the catalysts with the intrinsic hunters trace? they are 2 completely different things. The catalysts are the 4 perks in the 5th column: Feeding Frenzy, Under Pressure, Outlaw, and Fourth Times The Charm

Because you haven't done the quest - the jail exo is for quest 4. Exo 3 is in the room with the 3 brigs and the knight. Rerun the mission and look for this exo: https://youtu.be/kIHtGOu6Uwk?t=93

Can you screenshot the HELM screen + your more than a weapon quest progress (if you have the quest) on both of your characters?

You're right about the character. I was trying on my second one As i Switch to my main one, mission are now visible.
