The stakes won't disappear if Rasputin comes back, one character coming back isn't going to erase the fact that we have one city left in the entire solar system. That's all that's left of the human race, and we have a force that has exterminated countless races facing us, that nearly got us the first time.
Our backs are against the wall and facing some long odds.

This is a bad take. If everyone comes back, and everyone but Cayde has, why does it matter?

Because there's no coming back from extinction? No more revives, no more resurrection, final deaths for everyone. You shouldn't have to have that spelled out for you. The Black Fleet almost wiped humanity from existence once, and only by uncertain methods did a fraction of our population survive. Now all we have throughout our entire solar system is one last city, where the last remnants of our species shelters in place. The Black Fleet is back and determined to finish us off...and we have yet to score a decisive victory against them. How are the stakes nonexistent? If we don't beat them then everybody dies. Rasputin being brought back by the Traveller won't change that, and it'll just be one more asset against that massive force.
