Please try verifying your game files.
1. Restart your computer and launch Steam
2. From the Library section, right-click on the game and select Properties from the menu.
3. Select the Local files tab and click the Verify integrity of game files... button.
4. Steam will verify the game's files - this process may take several minutes.

I thought this would be the issue at first as well, however as mentioned in my original post, the issue isn't with the network as my laptop connected to the servers just fine while using an identical IP and DNS server. I also checked firewall settings and they are identical across both devices as they use the same profile. Just to be sure I also tried on my phone's hotspot and the issue persisted.
