Steam for Windows. I have already tried clearing my download cache on Steam.

Please try verifying your game files. 1. Restart your computer and launch Steam 2. From the Library section, right-click on the game and select Properties from the menu. 3. Select the Local files tab and click the Verify integrity of game files... button. 4. Steam will verify the game's files - this process may take several minutes.

Hey Rurouni thanks for reaching out to help. It actually looks like this was a steam issue. After I rebooted my PC only then did the D2 update show up in my steam downloads. Logging out and logging back into steam wasn't enough apparently, but rebooting my PC after clearing the cache did the trick.
