Bungie appeals to its largest player base, which is hunter. That's why warlocks stasis melee was nerfed twice in the first 2 weeks of Beyond Light but the "shut down super" levels of broken that was shitterdive was allowed to live for like 8 months. They have 2 of the 3 highest DPS supers. Divinity was nerfed to encourage more tether use. They can get overshields and devour anytime they want, but other classes can only get invis with finishers, so no one else can use it in PvP, where it's most useful (and who's finishing bad guys in GMs to revive a dead teammate anyway?). There was, like, 18 months where hunters weren't the best at everything and the entire 40%+ of the player base that uses them whined about it until Bungie changed it. But, they'll still say they're the most nerfed class in D2, despite warlocks having the most nerfs over the last 2 years (seriously, count the twabs). Oh well, this is a dying game anyway.

It requires a specific exotic and either witherhoard or anarchy for tick damage. It's infinite as long as you can keep up tick damage and are standing in an empowering rift. Otherwise, you get just as many grenades as everybody else. It's a two step system. It's not hunter-easy where you just get it for free with no effort. It has a setup. Nades + tick on their own don't out damage hardly anything, you need a secondary damage source, like a demolitionist GL (with anarchy) or a rocket (with witherhoard). Then, with all 3 of those elements, you can do good sustained damage over longer damage phases. And with witherhoard builds, you can only have a max of 2 in a fireteam, because witherhoard won't tick if multiple people stick it, so you can do one floor witherhoard and 1 stick witherhoard. Rockets are the strongest variant, and has a built in limiter. And that build doesn't out damage a burst DPS super. It only out damages on long damage phases, and warlocks have to hit nades, rockets, and witherhoard to do it. Can't use that build on Atraks, any GoS boss, etc. Izannagi rockets (and soon, izanagi wendigo) are the top tier DPS, and every class can use it. Just need auto loading rockets with a damage buff like vorpal. Oh, and there's exactly one demolitionist rocket with a damage perk for the nade build, and you have to farm crucible to get it. No, chill clip on the seasonal rocket is not "just as good". Oh, and what super are we using for that? Well of Radiance. It's top tier, but it's not top of the mountain. A hunter running Izzy rockets with star eaters and blade barrage holds or a titan with the same build and thunder crash holds that placement. It's maybe 3rd-5th best overall, depending.
