What platform did you buy the deluxe on?
Did you buy it before or after you activated cross save?

Okay, that helps. When you made the initial purchase, the season passes/keys were bound to the active save file at that time, in your case, xbox pc. Then, by activating cross save after the fact, you made those characterss/data set dormant so you dont have access on Steam characters. Good news is this is fixable without having to disable cross save. It may take a bit of time. Go here https://help.bungie.net/hc/en-us/articles/360049497351 read through the info and then fill out the missing item form at the bottom. Be sure to explain that you bought the content then activated cross save and they should be able to correct the issue for you.
