agreed, but have you seen 6 behemoth titans in crucible at once? all i have to say is, its fun.

I've met it. I also met six stasis warlocks. But that was before, and now I hardly ever see it. Maybe the reason why the cool down time of roaming supers are lengthened is that the alternating and continuous use those supers is too strong in PVP. But most of roaming supers are really lack of use in PVE, that should be changed.
