I know for me using steam I log in with my steam ID and password and it prompts a choice if it doesn’t recognize my device login location. It will ask to send a code to your email that you set your account up with or the sms verification. Maybe since you have two factor authentication turned on you cannot just use the email to log in. Did you look on help.bungie.net ?
