Cross save issues, bungie wont undo the 90 days time out due to security reasons.
Secondly DLC are tied to that platform they were bought on, cant move a steam dlc to psn as they are diffenet platforms an the platform provides Sony an whoever owns steam would need to make this happen bungie doesn't control this.
Third it doesnt really matter if the kid is on Xbox, psn, steam of eg. As cross play is a thing in destiny you can add him as a bungie friend an still play with him without having cross saved enabled on the kids account.

Accounts can not migrate from one platform to the other i.e moving your account from psn to steam bungie doesn't offer this. (The only time this is offered is when a platform is being taken offline in the case of the stadia players)
Once your cross save time out is up, you will be able to enable cross save i recommend doing this on your home pc so the incorrect account linking doesn't happen again, once you restart cross save an link your psn account to you steam you'll have access to all owned dlc on steam again.
Last if your character were moved back to psn they originally came from psn, i.e you must of started playing destiny on ps activated cross save an linked a steam, these characters will always be tied to that psn account as thats where they belong destiny cross save let's you access your characters from one account on a different platform is doesn't mean you moved your character from ps to steam.
Overall both you an the kid will need to wait to 90 day window out.

I undertand the DLC being exclusive to the platform you purchased it on. This has been a thing. Totally makes sense from a business perspective. I'm not asking for any change there. The issue I take with it is that I would like some sort of last ditch effort to save you from yourself. "You sure you want to link this specific account to this specific account?" after authentication to all accounts has already occurred. Remove the opportunity for you or your browser to screw up. Alternatively, I'd like some appeal process if an error occurs. I a pattern emerges, deny me the request. If you see a rogue account remove, go flawless, then attempt to appeal... deny it. Crossplay is also not the issue here. I don't want to play with this kid outside of the time I'm intended to coach him. That would bring up an issue of ethics. Risky. I want him to be able to access his account with his peers while on the platform they all share that I offer. A lot of his peers don't have access to any gaming platforms outside of the time they play in our facilities. If he wants to play at home, he does on his Xbox. He can't bring his Xbox to play in our facilities, but I would like him to have access to his character and hard work when he PVP's fellow kids here in our facilities, which has access to gaming laptops, not Xboxes. Not trying to be snarky. Very matter of fact.

No I get it but, as a user theres a lot you can do to make sure the accounts are correct. Me an my gf both play destiny an we both play on the pc, but I have it to where Google Chrome auto deletes cookies an cache each time its closed so when I get on the pc our accounts are auto signed out, all cookies an cache is deleted this way if she buys anything silver required she's not buying it on my account or me vise veras, if she wants to deactivate cross save she's not deactivating my cross save. Also from an IT stand point you shouldn't really be saving any of your personnel data from you or anyone on a public network computer, idk how your network is set up but I would recommend that you get those computers the kids use to have em auto delete cookies an cache each time a browser is closed or when the pc is turned on.

I realize the mistakes I made that could have foregone the whole situation. I was working in separate browsers and thought I had kept them separate. Clearly, I did not. A final clarification denoting which account will be attached to which account is what I’d like to see. Your solution clearing cache with every login is great, but most typical users will not think to do this or know how to configure it. In regards to the network, all of the devices are within a controlled domain behind an NG Firewall. No worries there. And every step was done from my own controlled device. That’s not the issue at all. The issue was, that I as the user must have made an error (not clearing cache if nothing else) that led to the system linking two unintended accounts. Most users are not IT guys. You can point a finger at me for making a mistake because I know better on the cache issue. Your average use is not going to catch or think of this kind of stuff. But even with that error, there should be a final step that depicts the change prior to executing it. I’m not asking for individual attention or review. It would be great, but I can’t expect an exception be made. I’d just like to have avoided the situation in the first place with a final Failsafe. Pun intended.

If you should know that game and dlc licences are controlled by the platform you bought it on not by Bungie. Each platform provider gets a percentage of the money you paid (from what I've heard around 30%) this is how the providers get their money. Even Sony and Microsoft do this as they sell the consoles at cost with zero profit any profit going to the retailer. Bungie can not afford to provide licences to all platforms as it would cost more than you paid. 2. If Bungie did as you asked bypassing the mandatory 90 day cooldown for you then they would have to for everyone else. As the past in this game shows any help Bungie has done was abused by people and they lie to try and get Bungie to do what they want. So the reasons for the cooldown would go out the window and more players would abuse the system and get themselves into more trouble and then come crying to Bungie expecting them to clean up the mess. So... No Bungie can not help with the dlc and NO to getting around the 90 day cooldown period.
