So long as the PlayStation is set as the primary/main console for the account which purchases the expansion, then all accounts on the console will be able to access it. Season passes and the dungeon pass cannot be shared though as these are handled as in-game purchases. You may need to uninstall the game and reinstall it on the account you use to purchase the DLC. With no extra content to download, there is a possibility that the DLC license won’t be recognised if the game is installed with another account’s license. Any issues you encounter would need to be taken up with PSN support as gameshare is a platform feature and is not supported by Bungie.
