If we look at what else is in the 30% debuff category, we have the Hunter Tether, Tractor Canon and Felwinters Helmet. If you consider that players will mostly look for the most effective and easiest way to defeat an encounter, you can already understand that many raid troops will at least Hard Lock one Hunter on Tether. Divinity alone just to facilitate the precision hits with the 15% damage debuff is a waste of Resources and player will now combine multiple effects to achieve the same effect. It's nice that Bungie is thinking about balancing, but this could go exactly in the wrong direction, but lets see Future will tell.
However, If you look at the last Word First Race for Kingsfall, it is clear how much Impact mid Combat Switch of Armor has. As you said with your Example this can Breake the Game totally.
So i would agree that locking the Loadout is a much more important point for a balance change. We can only put on a limited number of mods and 1 exotic for a reason. It seems the divinity nerf fights a spark that gets a lot of attention, but the true fire does not get noticed.

You're saying something I didn't think of that way before. You are completely right, there is a reason why I can only put on one Exotic and why one mod needs 2 points and another mod needs 4 points and I can only use 5 mods. This whole mechanic will be removed as long as you can do Combat switching.
